A glimmer of hope for peace in Ukraine has been overshadowed by a devastating new wave of Russian attacks, UN officials told the Security Council. The situation remains dire as civilian casualties soar and the humanitarian crisis worsens, potentially derailing diplomatic efforts to end the war.
UN Under-Secretary-General Rosemary DiCarlo emphasized the long-term impacts of the ongoing conflict, stating,
“The longer the war continues, the longer its regional and global impacts will be felt.”
She highlighted Security Council resolution 2774 as a beacon of optimism for a peaceful resolution following Russia’s invasion but expressed concerns over escalating attacks dampening hopes for negotiations.

Lisa Doughten from the UN Office for the Coordination of Humanitarian Affairs painted a bleak picture on-the-ground, highlighting mass displacement and limited access to essential services in conflict-affected areas. Despite challenges, humanitarian organizations continue their vital work but face funding shortages hindering their ability to meet growing needs.
